Any money given to a candidate to run. Is that belong to them? Is this money useable by the candidate to live on or purchase personal Items? Do they pay taxes on it?

No, it does not belong to them. No, it is not for the candidate to live on. No, it is not for personal items, though it's a question how to draw the line. No, it's tax free.

They do not have to pay taxes on it. However, they can only use it for specific items such as campaign expenses. At least that's what they're supposed to do.
