Obamacare website issues?

I'm confused, if one of the main issues for the obamacare website was a high number of hits, then why didn't they just do it state by state?
When apple updates it's IOS, sometimes they won't even let you begin downloading because there are so many people crowding the website...but at the end of the day I still get my update...

Incompetency. Idiocy. Stupidity. Narcissism. There are many reasons that go far beyond the website.

Each state does have their healthcare exchange, and you can go to your state's ACA website if you want to avoid any delay. However, if you choose to go to healthcare.gov during busy times, you can expect to have more of a delay.

Each state has a portal to the PPACA. You've posted this nonsense several times, and it has been reported.
